William R. Shirley

Commissioned and trained as an Infantry Officer. Over a span of 23 years served in various staff and troop assignments in a variety of units and locations. Educational highlights include a Bachelors’ degree in Business Administration, a Masters degree in Human Resources Management, Infantry Officer’s Basic and Advanced courses, Recruiting Commanders Course, Army Command and General Staff College, Installation Commanders Course, and the Inspector General Course.
Key assignments included: Served in various Infantry Divisions from Platoon to Division Headquarters; commanded an Advanced Individual Training (AIT) company that maintained the highest graduation and lowest disciplinary rate among 20 other similar units; served as Executive Officer for a Basic Training Battalion; commanded the Beckley Recruiting Company (Area) which consistently met or exceeded its mission in all categories without any malpractice investigations during the course of command. Company was ranked 27th in the Brigade (Region) upon assuming command and was ranked 2nd when command was relinquished; based upon successful command of the company was selected to serve as the Beckley Recruiting Battalion (District) Executive Officer; Served as Chief, Individual Training Branch, USA Infantry School. The branch developed and fielded training material and publications for the infantry soldier; and served as Deputy Commander of Rock Island Arsenal the free world’s largest manufacturing and logistics facility where he directed senior managers responsible for facilities engineering, resource management, contractor operations, logistics operations and community support services. Bill capped off a very successful military career as the Inspector General for Depot Systems Command (DESCOM). Prior to starting work with Millennium Systems Services, Inc. in 2006, Bill served for 12 years as the Director of Human Resources and Safety for a unionized manufacturing company.

Since joining MSSI, Bill has served as a Capture, Business and Progam Manager. He has participated in the development and submission of numerous proposals and has been actively involved in business development and improving staff operations.
